Minutes of the Online Meeting Wednesday, 15th July 2020.

Present: J Harmsworth Cowles (Chairman), R Price (Vice Chairman), M Campbell, D Easter, K Hending and K Risdale.

Apologies: Apologies were received from T Risdale.

1036.1      The minutes of the meeting held on 20th May 2020 were agreed and signed by the Chairman.

1040.2      It was resolved that the Financial Statement be accepted. Proposed by Cllr Easter and seconded by Cllr Hending. Unanimous.

 

1040.3      It was resolved that the clerk’s salary and expenses be approved. Proposed by Cllr Harmsworth Cowles, seconded by Cllr Easter. Unanimous.

 

1040.4      The budget for 2020/21 was reviewed and approved.

 

1040.5      It was resolved that the Annual Governance Statement be approved. Proposed by Councillor Easter, seconded Councillor Hending. Unanimous.

 

1040.6      It was resolved that the Annual Accounting Statement be approved. Proposed by Councillor K Ridsdale, seconded Councillor Harmsworth Cowles. Unanimous.

 

1040.7      It was resolved that the Certificate of Exemption be approved. Proposed by Councillor Harmsworth Cowles, seconded Councillor Easter. Unanimous.

Demolition of existing agricultural building and erection of pair of two storey semi-detached dwellings and associated single storey detached building used for vehicular parking, and provision of associated vehicular parking and turning area. Objection will be submitted.

1042   To consider Highways issues:

1042.1      Action: Councillor K Ridsdale will forward a photograph and location of the stile that requires attention for forwarding onto Highways.

1042.2       Action: The clerk will write to H A Day and Sons requesting that the overgrown hedge on their land be cut back as this was causing a sight blockage for vehicles exiting the Wormington/Sedgeberrow road.

 

1043   To review the Risk Register

1043.1      No issues reported.

 

1044   To discuss mowing verges.

1044.1      Action: The clerk will clarify the location of the verges with Councillor T Ridsdale to identify the landowners.

 

1045   To discuss the Website Accessibility Regulations.

1045.1      Action: Councillor Harmsworth Cowles will carry out an accessibility assessment of the Parish Council website.

1045.2       Action: Councillor Harmsworth Cowles will write the Accessibility Statement.

1045.3      Action: The Council agreed to launch a new website to fulfil as much of the accessibility requirement legislation as possible within the Council’s resources, and to meet its previously agreed aim of providing better communication to the Parish. It was agreed that there would be no additional cost for this.

 

1046   To discuss issues regarding the National Grid site at Wormington.

1046.1      Councillor K Ridsdale gave an update regarding concerns over work undergoing at the gas station. It was agreed that we must ensure that heavy machinery is not brought through the village. Councillor K Ridsdale confirmed she is liaising with David Kerr. Action: Councillor Harmsworth Cowles will draft a written request asking National Grid to inform the Council what expansion work is going on, their plans including a traffic plan, and organise a site meeting.

 

1047   To agree action regarding the repainting of the telephone box in Wormington.

1047.1      Councillor Campbell raised the issue of the condition of the phone box. BT has confirmed it is on their repainting schedule but with no ETA. The Council discussed alternatives to BT to refurbish the phone box to an acceptable standard. It was agreed that quotations would be obtained for the work and the Council’s liability investigated before a further decision is made

 

1048   To agree format of future meetings in light of the ongoing Covid-19 situation and shielding requirements.

1048.1      It was agreed that the next meeting would continue to be online.

 

1049   Items for Future Agendas (A formal wording of each motion must be presented to the clerk at least 10 working days before the meeting)

1049.1      To discuss tree work regarding overhanging branches on the green in Wormington.

1049.2      To discuss speeding issues throughout the Parish.

1049.3      To discuss increase in heavy plant machinery coming through Dumbleton.
